Stakeholder Engagement Plan (SEP) – STAIRS Program Phase 1 (March 2026)

This document presents the Stakeholder Engagement Plan for the Somalia Transformational Access and Infrastructure Resilience for Sustainable Jobs (STAIRS) Program – Phase 1. It outlines the approach for inclusive, transparent, and continuous engagement with stakeholders throughout project implementation, in line with the World Bank Environmental and Social Framework (ESS10). The plan defines stakeholder groups, consultation methods, grievance mechanisms, and measures to ensure meaningful participation, including for vulnerable communities.
